Yes he is dead and he did assist in the temporary removal of an authoritarian regime in Russia; but this may rank as one of the all time public officials drunk in public. Plus, it's done to Peanut Butter Jelly Time.

Kissinger Doing the Weather
Back in the early 90s, I awoke with a wicked hang over one morning. As I sat on the floor watching the morning news, I swore I saw Harold Kissinger doing the weather. No one believed me. Professors discounted me. I have been vindicated.

He showed up at the White House onetime completely drunk. Vodka aside, he was largely responsible for the breakup of the Soviet Union. Or maybe it was the vodka?
